Gta 4 Launcher Download

I already know that Steam is only in 32 Bit - Version and not in 64 Bit. The Problem is, that the Launcher and the Game (gta 4) are in 32 Bit, too. Kellogg american air compressor 452. I still play this cool Game but i have the feeling that i cant play online. I played Gta IV on my Laptop with the Social Club Launcher earlier so i think it was 64 Bit. I was able to play multiplayer and i quickly found few mates. But now the Launcher is very ugly and in 32 Bit version since i have my new Gaming PC. In the task manager there is written '(32 bit)' and in the launcher there is a link to create a Xbox-Account.
I have the feeling, that i play on 32 bit multiplayer. I dont find any mates or player when i try to start a quick match of any kind. I tried to create a lobby and to play few minutes on it. But nobody joined.
That is the same on the liberty city stories of gta 4. Same 32 bit, same launcher, same multiplayer problem. But im always signed in in windows live so i can save my points.

Has anyone an idea how i can switch the bit- version of the game and the launcher? Do i have to install another file of 'Microsoft Visual C++ (****) Redistributable'? Thanks and i hope i get an answer:). Steam and the games you launch from them are separete applications. So if a 64 bit option is available, steam would ask you which 'bit' version you'd want to play Steam does not limit games to be only played in 32bit BUT due to the game's nature, a 64bit GTA IV would not be necesary as the resources required to run the game are well within the 32bit limitations In short, the game will not use more than 3,7GB of RAM because 32bit does not support higher than that. The recommended amount of RAM is 2GB. Well within the limit I mentioned earlier.
A videocard containing up to 2 GB of VRAM is plenty as the bare minimum is 256MB and 512MB recommended, for newer systems and nicer graphics options, 1GB is something nice to have and also well within the limitations of the game's architecture (32bit) Trivia: Windows 32 bit systems with 4 GB will usually see more RAM installed but not being able to utilize it fully so it limits the RAM capacity in windows to about 3,7 GB TL;DR: GTA IV isn't released as a 64 bit application. On your laptop you've been playing 32 bit as well. You've hit a dead game in regards of Multiplayer.
